The transition to electric mobility and a low-carbon transport system in Ecuador requires a solid regulatory framework that integrates transport, energy, and climate policies. Here is an overview of existing legislation that shape the country's sustainable mobility landscape. Understanding these regulations is key to fostering innovation, guiding investments, and ensuring a just and efficient transition to clean transportation.

Regulations and legislation in Ecuador related to electric mobility:
CLIMATE CHANGE
  • Constitution of the Republic of Ecuador: Article 414 establishes that the State shall adopt adequate and transversal measures for the mitigation of climate change, including the limitation of greenhouse gas emissions and the promotion of renewable energies.

  • National Climate Change Strategy (ENCC): This document guides the country's policies and actions to address climate change, including mitigation and adaptation measures in various sectors, including transportation.

  • Nationally Determined Contributions (NDC):

​

o First NDC (2019): Ecuador committed to reduce greenhouse gas emissions by 9% unconditionally and up to 21% conditional on international support by 2025. In the transport sector, it proposed to develop and implement safe and sustainable transport, promoting the use of renewable energy and energy efficiency.


o Second NDC (2025): Aligned with the Paris Agreement and the United Nations Framework Convention on Climate Change (UNFCCC), it has an implementation period from 2026 to 2035 and seeks to reduce Greenhouse Gas (GHG) emissions, improve climate resilience and mobilize financial resources.

  • Fifth national communication and first biennial transparency report of Ecuador towards the United Nations Framework Convention on Climate Change: Compiles the progress made in meeting the objectives of the United Nations Framework Convention on Climate Change (UNFCCC).

  • Ecuador's National Climate Change Adaptation Plan: Created by MAATE through the Undersecretariat for Climate Change with the support of UNDP and the GCF. Provides information on climate projections, hazards, vulnerability indicators and adaptation measures.

  • Climate Change Mitigation Plan (PlanMICC): Long-term planning strategy, up to 2070. PlanMICC

TRANSPORT
  • Organic Law of Land Transportation, Transit and Road Safety: This law regulates the system of land transportation, transit and road safety in Ecuador, with the objective of guaranteeing safe, accessible and efficient mobility.

  • Regulation to the Law of Land Transportation, Transit and Road Safety: This regulation details and complements the application of the Law of Land Transportation, Transit and Road Safety, ensuring its correct implementation.

 

  • National Policy for Sustainable Urban Mobility (PNMUS) 2023-2030: Provides a strategic framework to address the environmental, economic and social challenges of mobility systems in Ecuador, promoting the development of sustainable and efficient transportation systems.

  • RENOVA Plan: Initiative that seeks to reduce emissions in the transportation sector by modernizing the vehicle fleet with more efficient technologies, contributing to the reduction of COâ‚‚ emissions.

ENERGÍA
  • Organic Energy Efficiency Law: In addition to its provisions on transportation, this law establishes the National Energy Efficiency System (SNEE) to promote the rational and sustainable use of energy in all sectors, increasing the country's energy security.

  • Energy Competitiveness Law: Promotes efficiency and sustainability in the Ecuadorian energy sector, promoting investment and the transition to renewable energies.

​

  • Implementation of ISO 50001: Ecuador has adopted this international standard in the industrial sector to improve energy performance, reflecting its commitment to combat climate change through energy efficiency. 

​
